Is Israel Really a Racist State?

Webster’s Dictionary cites two definitions of racism:
1. a belief that race is the primary determinant of human traits and capacities and that racial differences produce an inherent superiority of a particular race:

And the Free Dictionary adds:
2. a policy, system of government, etc., based on such a doctrine.

What could people be thinking when they define the State of Israel as racist?
Is fear of being stabbed or blown up racism? If so, it seems that most of the world can be accused of racism. In a country where buses have been blown up by Muslim radical jihadists, where pedestrians on the street are run over by vehicles or stabbed or shot by Muslims who have been taught that this is what God wants them to do, and Muslim political leaders laud the terrorists and their actions, is it a wonder that Israelis are just a bit distrustful and leery of their fellow Muslims?
